CDMA2000 1x EV-DO标准最早起源于Qualcomm公司的HDR技术，早在1997年的时候Qualcomm就向CDG提出了HDR(高速数据)的概念，此后经过不断地完善和实验在2000年3月份以CDMA2000 1x EV-DO的名称向3GPP2提交了正式的技术方案。

1xEV的意思是 'Evolution'，也表示标准的发展，DO的意思为Data Only(后来有为了能够更好地表达此技术的含义，把Data Only改为Data Optimized,表示EV-DO技术是对CDMA2000 1X网络在提供数据业务方面的一个有效的增强手段)。

同年10月份3GPP2投票表决把该标准定义为C.S0024, 在美国的TIA/EIA称为IS-856。2001年12月在ITU的会议上，CDMA2000 1x EV-DO技术作为CDMA2000家族的一个分支被吸纳为IMT-2000标准之一。

作为3G标准之一，CDMA1X技术允许用户通过手机快速下载铃声和图片，实现屏幕保护动画，并能使用手机进行动态游戏、多媒体聊天、卡拉OK，享受电子书籍、股票信息、移动银行、电子交易等各种信息服务。CDMA1X手机上网的传输速率可达每秒钟144Kb，比现有CDMA产品高出10倍。
